What the evidence shows
A $5,000 payment to roughly 240 million adults would cost about $1.2 trillion before administrative costs. Annual customs receipts were below $200 billion at the time, and tariff revenue also funds existing federal obligations rather than sitting in a dedicated dividend account. Congress would have to enact the payment and identify financing; no enacted appropriation or detailed plan demonstrated that current tariffs could cover it.
Unsupported. The payment is a future, conditional proposal, but its stated financing was not supported by current tariff receipts or an enacted funding mechanism.
