What the evidence shows
The 2% figure was a guideline for each ally’s domestic defense spending, not dues owed to NATO or a debt to the United States. NATO’s 2014 pledge asked allies below the guideline to move toward it over a decade. See NATO’s defense-investment explanation and FactCheck.org.
Misleading. It is accurate that many allies spent less than the guideline; it is false to frame the shortfall as unpaid bills or debt to the U.S.
