Canada played a “central role” in the U.S. fentanyl influx comparable to Mexico

MisleadingStatement: 2025-02-01Record reviewed: 2026-09-12

Statement and context

“Canada has played a central role in these challenges” by failing to stem “the tide of illicit drugs.”

2025-02-01, presidential executive order imposing duties on Canadian imports.

What the evidence shows

Any fentanyl shipment is consequential, and northern-border seizures later rose from a very small base. But in FY2024 CBP seized 43 pounds of fentanyl at the northern border versus 21,148 pounds at the southwest border—about 0.2% as much in the northern total. The order’s language omitted that scale difference. Seizures are not identical to total flow, but they are the principal official border measure and do not support portraying Canada as a central source comparable to Mexico.
