What the evidence establishes
A site and planning decisions advanced the proposed garden. PolitiFact continued monitoring construction rather than treating the announcement as a finished project.
PolitiFact's published rating: In the Works. The navigation label is In progress.
The assessment date identifies the evidence summarized here. A later catalogue review or automated check does not make an older assessment a new investigation.
