The 2025 law was the “largest tax cut in American history”

MisleadingStatement: 2025-07-04Record reviewed: 2026-09-15

Statement and context

“The largest tax cut in history for middle- and working-class Americans.”

July 4, 2025, White House statement after signing Public Law 119-21.

What the evidence shows

Whether extensions of expiring provisions count as new cuts changes the measured size. On the conventional current-law baseline, JCT/CBO estimated $4.5 trillion less revenue over 2025–2034, but historical comparisons use share of GDP and consistent windows. Independent comparisons using Treasury-based historical series do not place either the 2017 act or the new provisions of the 2025 act first; the 1981 Reagan cut and postwar cuts were larger relative to the economy.

Misleading. It is very large in nominal dollars, but “largest in history” depends on treating extensions as new and ignoring economy-size comparisons.
