What the evidence shows
Article II grants specified executive powers and also imposes duties; it does not displace statutes, judicial review, impeachment, appropriations, federalism, or rights protections. See the Constitution’s Article II text and annotations.
False if read literally as a description of presidential authority. In context Trump was discussing removal of the special counsel, but even presidential control of the executive branch operates within constitutional and statutory limits.
