What the evidence shows
CBP and GAO report roughly 458 miles of barrier panels installed from January 2017 to January 2021, not 571. Most replaced or reinforced existing barriers; roughly 52 miles were new primary barrier and 33 miles were new secondary barrier where none existed. Contracts and stockpiled materials do not establish that 200 additional miles were fully funded, sited, permitted, and “ready” to erect.
