What the evidence shows
The proclamation did not establish a floor or entitlement to enter. It generally restricted asylum eligibility after a seven-day average of 2,500 southwest-border encounters between ports and kept the restriction in place until the average fell below 1,500 for 14 days. People encountered below the trigger were still subject to immigration law, including detention, removal, prosecution, or asylum screening where applicable.
