CBP One was a cartel “drop-off” application
Statement and context
The administration created CBP One “for the criminal cartels to call up” and ask “where do I dispose of my illegal migrants and they tell you where to drop them off.”

What the evidence shows
The application’s relevant function allowed people in central or northern Mexico to request limited appointments at legal ports of entry. Applicants submitted biographical information and a photograph, appeared at a port, and underwent inspection and screening. An appointment did not guarantee admission, asylum, or release. Smugglers could exploit information about any border process, but that does not make cartel coordination the app’s function.
