What the evidence shows
CBP reported 7,181 southwest-border apprehensions between ports in March 2025, down about 95% from 137,480 in March 2024. The percentage depends on the chosen dates and whether “encounters” includes ports of entry, but the administration’s comparison accurately described the order of magnitude of the fall in illegal crossings. Causation is harder to allocate: the decline began after Biden’s June 2024 restrictions and Mexican enforcement, then accelerated sharply after Trump’s return and new deterrence measures.
